The White Eagle

The film takes place in 1905. The liberal governor is trying to prevent a strike in the city, but the workers refuse to comply. The governor orders to shoot the strikers and forcefully crushes the uprising, with children dying in the shootout. As a reward, he is put forward for the Order of the White Eagle, yet the governor is plagued by guilt. Silent film.
